Job Description


The Central Labor Relations Department is looking for a T2 Labor Relations Liaison to join the team. The NYC Test and Trace Corps (T2) – the City’s initiative to test all New Yorkers, break chains of COVID-19 transmission in a timely fashion through contact tracing, and ensure they can isolate and quarantine safely – is pivotal in order to further decrease the transmission of the COVID-19 virus in New York City. Under this public health initiative, a number of professionals, including some from NYC Health + Hospitals’ (H+H) unionized workforce, work to reverse the COVID-19 outbreak and protect NYC.
The T2 Labor Relations Liaison will participate in the handling and review of all labor relations matters and disputes within T2. The T2 Labor Relations Liaison must be capable of working productively with H+H’s union partners, employees, and managerial and executive staff, as well as with external agencies and applicable contractors or vendors, in resolving labor matters and disputes. The T2 Labor Relations Liaison must also be able to exercise independent judgment, under the direction of H+H Central Office leadership within the Central Labor Relations Department. The T2 Labor Relations Liaison may also be called upon to supervise others, including administrative staff, in the facilitation of this work.

SUMMARY OF DUTIES AND RESPONSIBILITIES:
Reporting to the Deputy Counsel of H+H’s Central Labor Relations Department, the T2 Labor Relations Liaison will be responsible for:
  • Serving as a key liaison and advisor, under general supervision, on all matters within T2 impacting labor and employee relations, including but not limited to, interpreting and rendering opinions on labor relations matters that may affect the conduct of T2 personnel, policies, plans, and programs, and their administration and implementation.
  • Participating in labor management and collective bargaining discussions with H+H’s union partners on various aspects of the T2 initiative, and engaging union partners in relaying and receiving key communications about T2.
  • Interpreting contracts and agreements dealing with wages, hours, working conditions, and all other matters within the purview of the agreement affecting labor relations, employee relations, and personnel management activities.
  • Preparing analyses of union and managerial demands, and progress reports on the status of negotiations or discussions.
  • Reviewing and investigating union and employee grievances and labor claims, and participating in grievance conferences, hearings, arbitrations, and other forums hearing said matters.
  • Working in collaboration with multiple departments across H+H in resolving labor disputes impacting, or stemming from T2.
  • Performing labor relations research for the development of labor-management programs, and preparing studies and reports in support of programmatic recommendations and activities.
  • Training and educating H+H System managers and employees on labor relations practices and procedures.
  • Other related duties as assigned

Minimum Qualifications

  • A Baccalaureate Degree from an accredited college with a major in Labor Relations, Personnel Administration, Public Administration, Management, Economics, Law or related field; and,
  • Three years of progressively responsible experience in the field of labor relations including negotiation and administration of agreements of labor relations matters; or,
  • An equivalent combination of education, training and experience, knowledge and skills sufficient to indicate ability to perform satisfactorily.

Department Preferences

  • Ability to work productively with a diverse range of stakeholders (union partners, employees, managerial and executive staff, as well as external agencies and applicable contractors or vendors, in resolving labor matters and disputes.
  • Ability to exercise independent judgment if needed.
  • Ability to complete work independently with broadly defined work objectives.
  • Excellent communication skills.
  • Excellent organizational skills and attention to detail.
  • PC and/or OS operating systems.
  • Microsoft Office (Word, Excel, PowerPoint).
  • Five (5) years of progressively responsible experience in the field of labor relations, including the negotiation and administration of agreements on labor relations matters.
  • NYC Residency in (1 of the 5 boroughs)
