Performs moderately complex (journey-level) budget preparation and analysis work for the Construction Facility Management Office (CFMO). Work involves preparing, reviewing, and analyzing budgets and performance measure. Assist with monitoring budget and program performance through detailed analysis, reconciliation, and reporting. Responsible for ensuring funds availability in GFEBS (General Fund Enterprise Business System) to support obligations in State accounting system. Reports to the CFMO Resource Manager. Works under general supervision, with limited latitude for the use of initiative and independent judgement

Work hours are 8:00AM to 5:00PM, 40-hour week, Monday – Friday.

  • Manages, collects, analyzes, and reports data that support the CFMO Federal and State operational budget
  • Reviews financial and operational budget reports for accuracy and identifies areas in which appropriate use of funds can be executed
  • Develops and assists with budget planning and execution
  • Reconciles operating budgets to determine whether funds have been appropriately allocated and allotted
  • Maintains cost accounting records and project files
  • Maintains financial records utilizing internal controls for adhering to auditing requirements
  • Advises staff on areas in which action may be required to stay within budget
  • Reviews federal financial databases of record for reconciliation and monitoring funds execution
  • Reviews and processes travel vouchers for CFMO staff
  • Reviews and receives invoices for payment
  • Responsible for the budget coding in the State accounting system
  • Maintain expert knowledge of current Army, National Guard Bureau (NGB) and State financial policies and regulations
  • Review and interpret NGB and State policy in order to develop annual and long-term financial objectives and requirements
  • Prepares or assists in the preparation of reports on performance measures
  • May train others in accounting practices; payments, outstanding list reports, and reconciliation
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include evenings, holidays and weekends.

  • Graduation from an accredited four-year college or university is required. (Substitution Allowed)

  • Graduation from an accredited four-year college or university with major course work in accounting, finance, business or public administration or a related field is preferred

  • Additional full-time work experience in federal and/or state accounting or budget preparation and analysis may substitute for required education on a year-per-year basis

  • Three years full time experience in federal and/or state accounting or budget preparation and analysis is required.
  • Experience in using Microsoft applications to include Microsoft Word, Excel, Access and Outlook is required

  • Experience with federal government and/or state government accounting systems, procedures, and processes is preferred.
  • Experience with using the General Fund Enterprise Business System (GFEBS) is preferred.
  • Experience with using the Centralized Accounting and Payroll/Personnel System (CAPPS) is preferred.

  • Valid driver license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business
  • Selected candidate must pass a federal security background investigation. Must be able to obtain a Common Access Card (CAC). The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. The employee must complete and sign the Office of Personnel Management (OPM) form SF85. Completed forms are submitted to the OPM for the background investigations.

Work is typically performed in a sedentary office setting involving sitting, standing, and walking to perform job duties. Work requires extensive use of a personal computer and telephone. Position may periodically require the ability to lift, carry, move and/or set up equipment and materials weighing up to 25 pounds.
