Position Overview:
Responsible for the day to day planning, and coordination of burials, cremations and facility and grounds maintenance for 6 Cemetery properties and 1 crematorium in accordance with standards established by the City and relevant legislation, regulation and policy. Plans and coordinates all capital projects.


  • Directly supervises the work of 4 Cemeterians, 2 Cemetery Service Persons, Temporary Labourers and Student Labourer positions
  • Responsible for the delivery of cemetery services in accordance with municipal policies and procedures, provincial legislation, ensuring compliance with the Cemetery Act (FBCSA)
  • Give direction and recommend action to all supervised staff on health and safety issues; ensure that the occupational Health and Safety Act related legislation are followed
  • Individually or in conjunction with manager interview, select, orientate and train Cupe 68 staff
  • Monitor cemetery locations to determine any deficiencies, prioritize needs and coordinate staff
  • Supervise the design and scheduling of installation and maintenance for various seasonal and annual landscape plantings, including turf and tree planting maintenance programs
  • Responsible for maintaining accurate time records and allocation of overtime for Cupe 68 staff
  • Review plans for lifecycle budget; determine materials and equipment needs
  • Coordinate the rectification of issues pertaining to maintenance/upgrade of service and equipment
  • Plans, develops and implements annual, seasonal and long-term work programs for Kitchener's cemeteries by identifying work requirements and deficiencies (e.g. labour, materials, supplies and equipment), preparing work plans, scheduling and identifying annual budget requirements.
  • Coordinates projects and/or supplies technical turf specifications for facility construction, improvements, or repairs; schedules/timing and budget.
  • Reviews and approves foundation orders and monuments and markers in order to ensure that no error has occurred. Individually or in conjunction with manager, enforces by-law related restrictions (e.g., monument /marker size, material, and/or height).
  • Administers and monitors operating budgets related to outdoor maintenance, burials and cremations.
  • Provides input and makes recommendations for operating and capital budgets.
  • Prepares quote and tender documents for capital projects in consultation with Supply Services and consultants.
  • Responds to public inquiries and requests (over the phone, in person) to address complaints and concerns which front-line staff are unable to resolve in the absence of the Manager.
  • Builds and fosters relationships with funeral home directors, clergy and other members of the bereavement industry
  • Assists Manager with the development of cemetery special events and participates in hosting such events
  • Assists with sales work in the field, including accompanying customers to potential grave locations and cemeteries.
  • Participates in various working committees including Joint health and safety and joint supervisors.
  • Performs other related and special assignments as required.

  • Must have demonstrated skills and experience in the preparation and management of operating and capital budgets.
  • Must be proficient in the use of personal computers including word processing, spreadsheets, databases and work order systems.
  • Must possess a valid "G" Class MTO Drivers license in good standing.
Minimum Education:
A 3-year diploma/degree in Horticulture/Turf/Grass Management or other related field.

Should a suitable candidate not be identified with the minimum education and experience requirements, consideration will be given to candidates with the following pre-determined equivalencies:
  • 2-Year Diploma (or 2 Year Specialized Post-Secondary Program) with minimum 4 years' experience; or,
  • 4-Year Honours Degree with minimum 1-year experience.

Candidates without the pre-determined equivalencies may still be considered, however if successful, would result in the salary grade for the position being reviewed and adjusted as necessary.
